road. this is a homicide investigation t is unclear what happened. what led up to this or how she wound up out here. right now we spoke with deputies there have been no witnesses who saw or heard anything. >> we're in an isolated area right here so we have gone door to door where there are doors and we have talked to neighbors and asked people if they have video, this that and the other, not getting a lot there. >> reporter: so, as the deputies start their work here in palmetto they have work to do. at 12:50 before the homicide was reported at 8th street and 12th avenue east, bradenton, that intersection there, south of where i'm standing, they found the karl tucksford. they found him hanging out of

fence and plants. they believe that is a homicide. right now deputies say they are trying to determine whether or not they are related. that suspect, we're told, drove away in a suv, a dark suv, that's according to witnesses there. that's the first homicide of the year in bradenton but obviously the detectives have a lot of work to do to figure out what is going on here. we're in manatee county. >> they have a lot of work. the sun is going down and so are the temperatures. keep your jackets and plankets handy and another chilly night to talk about how cold we are talking about or expecting. >> it is cold, not many people out on the beach. the wind is howling from north to south. we're going to be very cold to be on the beach now.

the gulf of mexico water temperature is down to 58 degrees a huge drop in the past week. cold high pressure to the north will settle to the south and the southeast. we have one night of cooling and the high clouds around for a time earlier today has shifted a bit to the south and with clear skies. it is a perfect set up for radiational cooling not only a freeze to the north but frost, any place that you go so if you have any plants or vegetation that's susceptible to frost, you may want to cover them or bring them in tonight. right now the temperatures are generally in the 50s, the wind is keeping things uniform, the air mass is very dry, there has been a gusty north and northeast wind for most of today, it will be calm later on tonight. a freeze warning is up.

what do we know about the local infected person. >> reporter: this person was infected in december when they went to venezuela, they came home, they knew they may have been exposed, told their doctor, were tested and came back positive. we don't know if they had symptoms. if they did they would include fever, rash, joint pain, a pink eye, muscle pain. usually recovery in a week, some people develop other problems like something called a condition of paralysis. we have not heard that he had any effects from it. we are assuming he has recovered. >> should people in the community be concerned what can they do to practice themselves, if anything? >> reporter: if you look, this will be transmitted by mosquito bites. so that person was infected back in december. if any were here, if someone

develop it here we would have known about it. we spoke with steve heuer he said we would be okay but there are others we should worry about. >> well, we are not safe, believe it or not we have been under a mosquito advisory since the beginning of the summer for west nile virus, that stands to this day. we have not seen cold enough to see a difference in the population. >> reporter: the type of mosquito that carries is the biters. we should be draining, covering, making sure we do not have standing water. repellents are useful for individuals, some of those repellants are approved by the cdc for women who are pregnant.

meanwhile in the democratic race, the polls are tight. it has favored bernie sanders but the 538 forecast model favors hillary clinton giving her an 80% chance of winning the iowa caucus. linda. >> thank you, craig. >> man charged with attacking a dog says he is ready to go on trial. arthur jewel is charged with animal cruelty. he atammed dixie after getting angry at dixie's owner. there is the dog a the attack. dixie lost an eye and had multiple injuries but recovered. the team said that a witness for the case has been hard to track down they asked the judge for help getting her to court. both sides aired their frustrations with the no show witness. >> did you discover she is not coming on thursday you have a host of issues not even deposition. >> and mr. diaz has not depotsed

they are a threatened species and it and the they are protected by state blue. this is like a road washout since they are known to go under the road. they don't want it to save in on drivers and they want to keep the tortoises safe. they can live more than 100 years the size indicate they are probably juveniles. >> this one here as far as we can tell goes about several feet under the road. they are not the only new burrows in the area. they track them. >> they are popping up more often near nuisance areas like roads and our drainage ditches and stuff, areas where they are not normally located. we think that has to do with the construction that has been going on. >> reporter: one thing is certain, they want to make sure they stay safe and until they can be relocated. >> they're a key keystone species they are an important part to the environment.

the tax credit scholarships created 15 years ago to give low income parents more choices for educating their parents which means that sending them to private schools. the education association and other groups filed a lawsuit trying to end the scholarships. they say it diverts dollars from the system to entities including churches which is unconstitutional, the separation of church and state. the private schools are fighting to save the program. and fox 13 was at tampa bay christian academy one of the private schools in the area that buses students to tallahassee today. they had shirts that said drop the suit referring to the lawsuit filed. and at the capital they joined students, parents and teachers from all over they marched from the saving center to the capital building. they say the scholarships give low income student as chance at a better education one they would not have if they attended

for the first time since his release from iran. amir hekmati feels like he is born again. he did not share much details of his four years in prison but was grateful for the outpouring of support. he is receiving treatment in germany before heading home. he was convicted of spying and sentenced to death in 2012 but after a retrial it was reduced to ten years. >> you know i was at a point where i had just accepted the fact i would be spending ten years in prison so this was a surprise. and i just feel blessed to see my government do so much for me

one of four released from iran over the weekend as part of a swap. authorities in california trying to figure out why a greyhound bus rolled on its side killing two. it was during a rainy rush hour. that was carrying the driver and 20 passengers when it flipped over. two people were killed and five hospitalized. dozens were injured. they are going to test the driver for alcohol and drugs, that's routine. they're not saying what they think caused it. hillsborough deputies hope that someone will recognize a woman who stole another woman's identity. she used her license and bank card to cash checks. they were in a stolen car burglary in december. she is joining a silver chrysler with tags stolen from a complex f you know her, call the hillsborough sheriff's office and you may be eligible for a reward.

was not what we call a dose response. so that meant that the individuals who spoked every day compared to those who smoked 30 times total there was not a different there. they are wondering if maybe the marijuana didn't have that effect or that significant effect that we normally associate with marijuana. what are your thoughts is there more to it? >> absolutely. this is one study we have to remember when they looked at users and non-users they found they had lower vocabulary scores. that's a lot. prior constituents saw drops of 6 points. and again they talk about this and everyone talks about the fact the brain is developing during childlet and into adolescence. and my opinion is that anything that's mood altering that changes that perception really should be avoided when your

we get the gulf effect snow. we can t is tough to do. you have to have the right wind direction and be very cold it has happened before. it happened in the 70s with cold air up in the great lakes. cold air over the gulf can but rarely causes snow here. here is the map for the month. this is the bingo board. 59 degrees the high which we predicted 59. running a half degree above normal. another cool day tomorrow. we warm up. this weekend will be very cold behind a developing nor'easter and some of those locations. high clouds moving south a chilly day. 58 tampa and 57 brooksville and wauchula.

we have a freeze warning. inland pasco and all of citrus and pretty chilly here. the thing is tonight which is critical to the forecast being accurate, is that there should be a spell late tonight when the winds go calm. that will promote some frost and then our northern counties especially where you're protected from the wind near freezing. 39 in tampa and 30s. places in san antonio. dade city. zephyrhills. brooksville to 29. no freeze in pinellas and inland the cold air will drain to the south as it does. wauchula 39 and winter haven 37 degrees. we're 58 now with a very low dew point of 25 degrees. the big spread between the temp and dew point giving us humidity of 28%. yes, the air is dry for sure. low pressure developing over oklahoma.

snow is coming down in st. louis. more rain and snow out in the west. raining in la a. drought not over but a big dent in the drought this winter because of the el nino rains. in the east 17 in chicago. 30 in raleigh. new york. 20 in buffalo. here is the low temperature trend. the average low is 51, 39 degrees briefly above the front. we plunge this weekend on the heels of that big nor'easter. and wind around on saturday as well. clear and cold. bright and chilly. highs in the mid-60s. on thursday. partly cloudy high up to 71. we're watching showers on friday. right it does not look like a classic set up. but it will be close.
